If I wanted to get started in 30k heresy armies. What books would I need for the complete rules and for army composition?

Depends on what legion you want to collect. Do you have an idea? No matter what, you will need book one.

I wanted to do Thousand Sons but there is no upgrade or shoulder pad pack for them. So I am thinking Word Bearers or Death Guard

FW has pushed thousand sons back a bit in development. They are the most unique legion and FW wants to make sure they get then done right. D oesn't help that their book would probably also include space wolves, sisters of silence and custodes. Pretty much all of the unique forces in one book. Word bearers offer some modeling freedom and also cheap models because they can ally with codex demons

10K Sons are coming up, they're doing the whole Prospero campaign. I'd wait until that book drops.

So I would need book 1 and then when the Prospero book comes out that is the one i would need for thousand sons? Does book 1 have all the major rules in it like the rules book for 40k?

You don't really need to buy any of the numbered books yet. you can get by with the crusade book that Koszka linked earlier. At this point books 1-3 are really just for fluff since they combined the rules into the crusade book(and updated it to the FAQ changes)
As for if you will need any of the books to go with Prospero, it's a guessing game. I could see 1k sons being so different that they could have a complete list in the book. I could also see them doing an army list with references to the crusade list for the vehicles and such.

If you'd like to go my route (Mechanicum), you'd need HH book 4, for the Tagamata army list, and books 1,2,3 for Special Characters, Relics, and some units not listed in book 4.

To play word bearers you need the crusade book for the generic marine list. You then need to get the word bearer specific rules. You can get those in either the "legion book" that is the companion to the crusade book or in the second horus heresy book. personally I would recommend book 2, it has so much cool fluff and the pictures are amazing. There is like twenty pages on word bearers in it. Also if you plan on doing any post fall stuff you will want coded demons since you can ally with them in 30k.
