I look on BoLS and they tend to write articles about the top tiered armies. most of these articles dismiss certain codexes as useless chaff.
Out of curiosity, does anyone have a codex they deem as worthless? If so, why? Personally I believe all codexes have the capacity to build great armies. It just boils down to the player handling them.

For a primary detachment army, I would say Sisters of Battle are kinda worthless. I've seen others and used them myself with success as an allied detachment. But as for the primary army they are very unforgiving. Also in a highlander type setting, the army is really in trouble due to a lack of options (typically 1-2 options per force org type)
But if you have a solution or way to make them better, please share.

Pre drop pod centurions, I'm pretty sure Sisters had the strongest alpha strike in the game.
I haven't had a problem with my SoB. I take a small inquisition detachment with them at 1850, just because I can, but I've also ran with just SoB. They do REALLY well at small point games.
I run 2x6 dominion squads in immolators w/ 5 meltas, celestine with 10 seraphim with 2 sets of flamers, 2 reg sister squads in repressors, one with flamer/heavy, the other with x2 melta, an exorcist,a bastion with ammo and a lascannon, coteaz with an 8 person warband. It does lots of work.

sister squads of 20 w/ faith can get crazy. I had a friend who rolled with 2-3 20 woman units and it was ridiculous how hard it is to chew through that much power armor

I like the rule for sisters a lot. I always wanted to play around with pertinent engines. They are one of my favorite models.

How did my comment spin into an argument?
Anywho, in highlander a lot of discussion has opened up about the effective canning some codexes get from the format (IE: dark eldar, orks, harlequins, etc).
What are some good ways to remedy this?

Im not argueing, we could get rid of highlander or remove the restriction for troops. To me it doesnt seem far if one army gets away woth rules while others are penalized.

This is a discussion on how armies, which are thought to be difficult to play with, have builds that could work.
Be constructive.

With that being said, lets start with orks.
How do you feel orks can be effective in normal formats? How can we remedy their weaknesses in highlander?

I'd say tyranids as a lost cause. Sure, some still champion the hivemind, but looking at a large event like Adepticon and NOVA, all you see are flyrants and spores.
I doubt Koszka could even make a Nid army that would be fun to play, able to win games, and not use a flyrant.

I dont see ork beong weak in highlander especially with fw unit. Unless we are talking about highlander at a daboyz pts lvl. If we are talking about a high pts lvl i would say make it limit 2 source and allow each army to follow its own highlander army. Meaning you could have 2 units of mega nobz.
In normal play they just need more tools. If you dont run certain lists orks just tank imo
Hvy he is making a gene kult army

Yeah I've been planning out the beginnings of a tyranid vanguard army. So far the army looks like this:
HQ - • Deathleaper
Elites - • 3 lictors • 3 lictors
Troops - • Genestealers x20 w/ broodlord • Genestealers x14 w/ broodlord • Genestealers x10 w/ broodlord • Genestealers x10 w/ broodlord • Genestealers x10 w/ broodlord
heavy support • sporocyst • sporocyst • sporocyst
The entire army infiltrates - every turn the 3 sporocysts keep pumping out spore mine units.

Looks so boring tho. It uses 4 units out of a codex with 30+ options.
