So I snuck out to Millennium this afternoon and grabbed the new codex. Here's some impressions I gathered on my first pass:
1 - So the commander can now buy a coldstar suit upgrade making him a FMC, but no smash, fear, or vector strike. However he's t4 and can still be grounded, so one failed grounding test insta-kills him unless you purchased a shield generator or iridium suit.
2 - Riptides, Hammerheads, and Skyrays can now be in units of 1-3. Yay for highlander legal list with 3 riptides? New "Fire Team" special rule gives units of 3 ghostkeels or 3 riptides +1 BS.
3 - They added stormsurge, ghostkeel, breacher team, coldstar commander, and some extra drones/turrets, but from what I've seen, all the existing units retained the same statlines and points cost. Supporting fire remained the same. It's essentially the same army with a couple new units. You won't have to re-learn how to play with or against the army once you're familiar with the new units.

Can't Coldstar suits not buy any Signature Systems?

Nope. Once you upgrade to coldstar, you lose ability to buy weapons and signature systems.
