I put in for the waitlist for the friendly and snagged a spot a week ago - which is great - but I need to get an army together for this now.
The rules are pretty restrictive: must be a CAD, most points in FOC must be in troops, no Super Heavy, no gargantuan, no allies. Here is what I am toying with at the moment.
HQ CSM Sorcerer w/ Mastery 3, Spell Familiar, Jump Pack CSM Lord in Terminator Armor w/ Power Fist, Mark of Nurgle
Elites Contemptor Dread w/ Plasma Cannon, MoN (using a Mhara Gal for this) 3x Mutilators w/ Mark of Nurgle (Lord goes with these guys)
Troops 6x CSM w/ Melta, Combi-Melta in Rhino 6x CSM w/ Melta, Melta Bombs in Rhino 18x Cultists w/ Flamer
Fast Attack 5x Raptors w/ 2x Plasma 3x CSM Bikes w/ 2x Plasma, Combi-Plas
Heavy Support Maulerfiend w/ Lash Whips
How does this list win? Great question! It is not a power list, it has some interesting units but at the moment it lacks something with a lot of punch for it. I am looking for one more purchase and I have about 100 points to play with. One concept is to swap the CSM to Plague Marines. I also have a Ferrum Infernus dreadnought I would like to include but then I need to beef up the troops. I am most open to cutting the Bikes and Cultists since they are not painted yet.

It warms my chaos heart to see a list like this. What about dropping in 5 havocs with 4 auto cannons. That comes to 115 points. Drop a few cultists and you should be set. This gives you a nice ranged unit that can shoot up light vehicles or whittle down troops.

I had forgotten about them completely. This is also Word Bearers for my CSM too - I cannot do justice to yours but the horus heresy stuff for them is just too cool. Any recommendations on how best to get the autocannona for havoks all my csm have pretty much come from the starter set so I do not have a lot of bitz

Is your troop section of the list more points than your elites section?
Other than than the list has a lot of mobility, punchy stuff, and shorty stuff.

Obliterators are a lot better, especially with the mark of nurgle but you are spending 237 points vs 115 points. Plus people tend to focus fire on obliterators and not so much the havocs sitting quietly in cover. For the auto cannons I simply used the chaos heavy bolted and added on a longer barrel from an old terminator gun.
You are welcome to use my havocs, obliterators, or anything else from my army if you want.

The troops section is about 10 points more than the elites. I really want to bring a Forgeworld Nurgle dread I had, but the Mutilators are one of the "bring this bad unit at max strength for a bonus" units. Not to mention I have some Nurgle Blight Knights that I wanted to use for them. That being said, I need more core CSM - but they also represent my biggest painting commitment at the moment.
It is interesting that you characterize the list as fast, since it feels slow to me. Playing with all Beasts/Cavalry/Jetbikes over the last two years has really spoiled me and I expect to be out of position quite a bit as I play this army.
I am going to try to get everything built and painted in time - but if I am approaching D-Day without some models, then I would love to take you up on that offer. Especially for the Havocs, since I need to scratch build/acquire them.
Good point on the cost, I was toying with which to opt for last night and the Havocs are really cheap for what they bring. They remind me a lot of the Retributor squad I used to run with my SoB army. I think I am going to drop the bikes for them - since I cannot skim out on troops without going over my elites total.
Painting docket for me on this one is: Complete Maulerfiend 5x Raptors modeled/primed 3x CSM primed 18x Cultists (ouch) 10x primed 1x Contemptor Dread
On an unrelated note, is anyone available next weekend for a game in buffalo? I am going ot be in town visiting some friends and I planned to leave the wife at the mall so I can get in a game or two. I was hoping to run this list to get some time in with CSM.

Awesome! Yeah I've had to add a bunch to my painting table to reach 1,500 of skitarii.

I have everything on your painting docket other than the contemptor dread and my mauler fiend has the magma cutters rather than the lashers. So if you don't get those items done you are more than welcome to use mine.
Also, next Saturday I will be dropping of Lisa and addie for a concert in buffalo but I won't be there until the evening. So probably not enough time to game.

I have been messing around a bit with this list - at one point I pulled the Sorcerer for a Ferrum Manus Dreadnought. The psychic phase is too much fun though to just skip completely. Here is what I have settled on, it has some slight variation and was partially chosen based on painting. My one major regret is I opted to boot the Havocs - I could not find models to work locally and my schedule means I might not be in Rochester to borrow models.
HQ Chaos Lord in Terminator Armor w/ Mark of Nurgle, Power Fist, Gift of Mutation (it seemed fun) Chaos Sorcerer w/ Mastery 3, Spell Familiar
Elites (all the units I want to play are somehow Elites!) Chaos Contemptor Dreadnought w/ Plasma Cannon (the Mhara Gal is nearly done!) 3x Mutilators (go with the Chaos Lord)
Troops 10x CSM w/ Combi-Melta, 2x Melta in Rhino 5x CSM w/ Meltagun in Rhino 7x Plague Marines w/ 2x Plasma, Power Fist in Rhino
Fast Attack 5x Raptors w/ 2x Plasma
Heavy Support Maulerfiend w/ Lasher Tendrils
Overall I swapped out the cultists - mainly due to painting concerns - and I moved in the Plague Marines. I added some more bodies to one of the CSM units and and decided that long range firepower is for the weak. Another nice part about this list is it forms a good CSM core for me to draw from in the future. I might bring some Daemons along at some point, but what I really want to focus on after I get this painted is on the cultists. I snagged the Forge World Lost and the Damned, and I really think that the Word Bearers need a horde of fanatics to run ahead of them.
I am also toying with making said fanatics Khorne Daemonkin so that as they die they can fuel the summmoning of Daemons - seems very Word Bearerish to me. Comments and thoughts welcome - especially things to "watch out for", I have not played a power armored army since last years combat patrol!

Have you thought about giving your Sorcerer a bike and rolling on Telekinesis for levitation? The bike can get you the little sling shot while levitation gets you across the table turn one and no one thinks about trying to deny it.

That is a great idea, I had not considered levitation but I had originally thought of taking a bike. The major limiting factor was that I do not own a sorcerer on a bike atm. I could throw one in a disc but the requirement to Rollin the generally aweful CSM tables make marking a sorc hard to stomach

To take a disc you need a mark of tzeentch, the plus side is that jet bikes are awesome platforms for psykers who can cast witch fires and then boost away. The suck is the tzeentch powers
